PTC joins ARTA's Whole-of-Government Workshop on Streamlining Licensing Processes

Philippine Transmarine Carriers, Inc. (PTC) continues to strengthen its role as an industry partner in advancing efficient and transparent processes within the maritime and recruitment sectors. Last September 10, 2025, Capt. Ronald Enrile, PTC Senior Advisor for Shipping Cluster, represented the company at the Whole-of-Government Reengineering and Process Streamlining Workshop organized by the Anti-Red Tape Authority (ARTA).

The multi-day workshop, held at the ARTA Collaboration, Empowerment, and Innovation Rooms in Quezon City, runs on the 10th and 17th of September and the 1st of October. It is designed to support the Department of Migrant Workers (DMW) in reviewing and reengineering its end-to-end licensing processes—-covering the issuance of provisional licenses, upgrading to new licenses, and renewal of existing licenses.

This initiative builds on the momentum from the ARTA Stakeholder Consultation on Licensing Processes for Recruitment and Manning Agencies conducted last August 7, where industry leaders, including the Joint Manning Group (JMG), participated in discussions to address regulatory challenges.

Key highlights of the workshop include:

• Day 1 and 2 (10 and 17 September): Presentation and discussion of the Standard Cost Model, providing a framework for assessing and reducing the costs of regulatory compliance.

• Day 3 (03 October): The DMW participants' presentation of the reengineered "to-be" licensing processes, designed to simplify procedures and improve efficiency for stakeholders.

By actively participating in these discussions, PTC reaffirms its commitment to collaborative industry-government efforts that enhance operational efficiency, reduce bureaucratic hurdles, and ultimately safeguard the welfare of Filipino seafarers and migrant workers.

Through Capt. Enrile's participation, PTC highlights its continuing support of initiatives that shape a more transparent and responsive regulatory environment for the maritime sector.
