PHILCAMSAT showcases research on SIRE 2.0 at IMLA Conference in Split, Croatia

PHILCAMSAT instructors Capt. Quentin Cox, Mark Laurence L. Que, and Hyacinth Jane Sales co-authored a white paper with Capt. Cox, as lead author, presented at the 30th Annual IMLA Conference in Split, Croatia.
The paper, entitled “Ship Inspection and Evidence of Effective Training: The Challenges of a New Inspection Regime – SIRE 2.0”, examines the evolution of ship inspection regimes, emphasizing the growing importance of the human element in maritime safety. It highlights how inspections, once focused mainly on pollution prevention and technical compliance, now increasingly recognize the role of human factors and the effectiveness of training. The paper further explores the new SIRE 2.0 regime, its emphasis on human performance, and the challenges of measuring the real impact of short-course specialist training on seafarer competence.
Capt. Cox delivered the presentation during the IMLA Conference held in Split, Croatia, from September 24 to 27, 2025.
This research reflects PHILCAMSAT’s broader commitment to embedding human element principles into maritime education. Initiatives such as its Behavioral Program and BRIDGE Program demonstrate how psychology and behavioral insights can be integrated with technical training to enhance safety and inspection practices.
