The Philippines has been re-elected to the International Maritime Organization (IMO) Council under Category C for the 2026–2027 biennium, reaffirming the nation’s pivotal role in shaping global maritime policy and championing seafarer welfare.
Representing the Philippine Association of Maritime Training Centers, Inc. (PAMTCI), Ms. Karen Avelino, PTC Executive Director of Business Development for Shipping and Senior Vice President of Cruise Operations, was part of the Philippine delegation that presented the country’s candidature. In the statement delivered by Ambassador Teodoro L. Locsin Jr., the Philippines emphasized its indispensable role in the global maritime sector—where one in every five seafarers is Filipino—and its commitment to safer, greener, and more inclusive maritime development.
“We renew our unwavering commitment to ensure that the seas that connect us are seas of safety, sustainability, and shared prosperity,” Ambassador Locsin declared. “The Philippines brings to the Council a perspective grounded in experience, shaped by vulnerability, and driven by hope.”
MARINA Administrator Sonia B. Malaluan welcomed the result, describing it as a renewed mandate to elevate seafarer welfare and maritime safety on the world stage.
“We are all glad to have again joined the IMO Council — a sign of the Philippines’ leadership in maritime,” she said. “It means a louder voice for seafarers, their rights, safety, and well-being. We raised the flag.”
As an IMO Member since 1964 and Council Member since 1997, the Philippines reaffirmed its dedication to advancing maritime safety and security, environmental protection, and international cooperation. The country also committed to supporting innovation and upholding international law, including UNCLOS.
DOTr Assistant Secretary for Maritime Villamor Ventura Plan likewise praised the delegation, saying: “Kudos to the untiring efforts of MARINA and the Philippine Embassy in London. Congratulations, Philippines!”
