PTC advocates for an inclusive Blue Philippines Framework at DFA-FSI Roundtable

DECEMBER 6, 2024

On December 3, 2024, the Department of Foreign Affairs’ Foreign Service Institute (FSI), in partnership with the University of the Philippines Center for Integrative and Development Studies (UP CIDS), convened a roundtable discussion titled "Navigating Blue Economic Opportunities in Philippine Marine Transportation, Fisheries, Tourism, and Education Sectors." The event brought together experts, policymakers, and stakeholders to deliberate on strategies for optimizing the nation's maritime resources in line with sustainable development objectives.

The session commenced with a presentation by Mr. Gerardo Borromeo, CEO of the PTC Group, who discussed the importance of developing an inclusive framework for a "Blue Philippines." He underscored the maritime sector's pivotal role in propelling economic growth and sustainability, emphasizing the "People, Process, Technology" framework as a strategic approach to address industry challenges and unlock opportunities within the blue economy. Highlighting the Philippines' rich maritime heritage—from the Manila galleon trade to contemporary global shipping networks—Mr. Borromeo emphasized the necessity of cultivating a collective and profound understanding of what it truly means to be a maritime nation. He asserted that such comprehension is essential for unlocking the blue economy's potential in the Philippines.

Subsequent presentations included Mr. Luisito U. Delos Santos, Director of the Planning and Policy Service at the Maritime Industry Authority (MARINA), who elaborated on the current state of the country’s maritime industry and its economic impact. Ms. Jan Krianne L. Pineda, Corporate Partnerships Liaison at the Philippine Tuna Handline Partnership, introduced sustainable practices within the seafood industry. Capt. Lino Paterno Paderanga, Vice President for Professional Development at the Asian Institute of Maritime Studies, highlighted the significance of maritime education and professional development in ensuring the sector's long-term viability.

The event concluded with an open forum, providing participants the opportunity to engage with the speakers and explore actionable steps for advancing the blue economy, particularly in the context of the industry's transition towards a decarbonized shipping environment.
