This Royal Award is one the highest decorations granted by the Kingdom of Spain and over the last two hundred years, has been given only to a select few distinguished individuals who have extended meritorious and extraordinary service towards the development of friendship and cooperation between the Kingdom of Spain and the community of nations.

In his acceptance remarks, Ambassador Salinas thanked the government of Spain for this singular honor. He also extended his gratitude to the Philippine government for having given him the opportunity to serve citing that “the call to public service was a chance of a lifetime for me to learn, to grow, to give back in the service of others and in so doing, to come full circle.”
